The Office of the Prime Minister invites suitably qualified and eligible applicants for the following positions:  

 

PRINCIPAL ASSSISTANT SECRETARY (CABINET) – OPM 03/2019

SALARY:  $34,760.31 – $44,564.50

 POSITION PURPOSE: The position provides efficient and accurate advice and assistance to the Secretary to Cabinet in undertaking effective secretariat services to the Cabinet, and manages the administrative functions of the Cabinet Office.

PERSON SPECIFICATION

In addition to a Post Graduate qualification (or equivalent work experience) in Governance, Development Studies, Economics, History & Politics, Law or another relevant field, the following Knowledge, Experience, Skills and Abilities required to successfully undertake this role are:

Knowledge and Experience

  1. Practical work experience in building and sustaining relationships with a network of key people, internally and externally;2. Experience in writing well researched policy briefs;3. Demonstrated intellectual capacity, drive, determination and flair in existing grade and proven to be a meritorious performer;4. Understanding of the Fijian Constitution (2013); and5. Proficient knowledge of Microsoft Office Packages.

 Skills and Abilities

  1. Strong attention to details or ability to achieve thoroughness and high level accuracy when completing a task;2. Trustworthy and proven ability to closely guard matters of confidentiality and exercise impartiality;3. Must possess excellent writing skills;4. Must have strong relationship management and communication skills;5. A self-starter, innovative, creative, flexible and be able to work within the timeline and resources to achieve results;6. Must have strong research and analytical skills;7. Ability to work well in a team;

    8. Demonstrated ability to make effective decision in complex situations;

PRINCIPAL RESEARCH &POLICY OFFICER – OPM 08/2019 

SALARY:  $43,296.63 – $55,505.50

POSITION PURPOSE:  The position provides high-level evaluative thinking and evidence informed policy analysis on the status of national priorities and initiatives to support the Office of the Prime Minister’s role as head of government. This is facilitated through well researched analysis, effective stakeholder consultations and dedicated sector (economic, social, governance and infrastructure) oversight.

PERSON SPECIFICATION

In addition to a Degree (or equivalent) in Economics, Governance, Political Science, International Relations, Commerce or another relevant field, the following Knowledge, Experience, Skills and Abilities required to successfully undertake this role:

 Knowledge and Experience

  1. At least three (3) years’ experience at managerial level;2. Good knowledge of political, economic, social and environment aspects of national development;3. Understanding of policy development processes;4. Demonstrated ability to conduct research and knowledge of research methods;5. Understanding of the Fijian Constitution (2013);6. Understanding the National Development Plan 2017 and key strategies within;7. Demonstrated experience in evaluating, planning, and analytical processes and techniques (quantitative and qualitative) for measuring the effectiveness, efficiency and productivity of program implementation; and

    8. Demonstrated experience in developing operational plans and strategies

Skills and Abilities

Ability to effectively analyse and interpret data or information;

2. Demonstrated ability to lead, motivate and maintain high performing teams;

3. Demonstrated ability to problem analysis and problem solving including negotiations;

4. Demonstrated ability to maintain confidentiality and neutrality, in a sensitive environment;

5. Strong interpersonal and communication skills;

6. Good judgment, initiative, high sense of responsibility, tact and discretion, with sensitivity to different cultures;

7. Ability to prioritise in order to meet strict deadlines;

8. Ability to work under minimum supervision;

9. Ability to prepare well written briefs, presentations and possess effective verbal communication for high level engagements; and

10. Ability to plan, produce reports and time management skills.

 

TECHNICAL OFFICER – OPM 06/2019

SALARY:  $22,528.74 – $28,883.00

 POSITION PURPOSE: The position provides technical advice, assistance in monitoring and managing of construction related building projects, retaining walls, bridges, jetties, reserviors and other structural undertakings in accordance to the requirements of the Small Grant Schemes

 PERSON SPECIFICATION

In addition to a Diploma (or equivalent work experience) in Civil Engineering or another relevant field, the following Knowledge, Experience, Skills and Abilities required to successfully undertake this role:

Knowledge and Experience

  1. 3 years of extensive work in relevant field have a sound knowledge and understanding of structural and Fiji building codes;2. Knowledge and experience in highly required in the field of estimation or construction and experience in working on buildings, road and other related projects;3. Comprehensive knowledge and experience in Auto CAD, 2D and 3D. Knowledge of Revit or Sketchup software is an advantage;4. Equally effective working independently and with in cooperation with other staff and relevant stakeholders; and5. Able to produce reports and relevant documentations during site from during off shore site inspections

Skills and Abilities

  1. Ability to work effectively within a team or independently;2. Demonstrated effective verbal and written communication, good public presentation skills will be an advantage;3. Ability to adapt to work professionally and also on social level;4. Ability to perform and produce results in a resource constraint environment;5. Ability to prioritize work and exercise independent judgment, common sense and initiative;6. Excellent communication skills with the ability to interact confidently with staff and stakeholder to identify problems and explain solutions;7. Ability to think logically, work under pressure, have flexible character and encourage teamwork;

    8. Service oriented approach, with a commitment to supporting the operational/corporate environment of the Ministry.

 ELIGIBILITY

All applicants for employment in the Office of the Prime Minister must be of good character, with a background that demonstrates their commitment to the public service values contained in the Fijian Constitution. Applicants must also be Fijian Citizens, under age 55, in sound health, with a clear police record. The selected applicant will be required to provide a medical certificate and police clearance prior to taking up duty.
